30/09/2026 Sofya Kostyuk, a lawyer at the LINNIKOV & PARTNERS Attorneys-at-Law Firm, attended a meeting of the Investment Council under the Business Rights Commissioner for the City of Moscow.
The event took place at the Situation Center of the City of Moscow, chaired by Tatiana Vadimovna Sizova, the Business Rights Commissioner for the City of Moscow.
The key topics of the meeting included the development and discussion of proposals to implement the directive of the President of the Russian Federation on restoring the growth rates of the economy and investment activity in the Russian Federation.
As part of a comprehensive agenda, experts, government officials, and representatives of the business community examined in detail issues regarding the regulation of the over-the-counter capital-raising segment (Pre-IPO) and the protection of retail investors. Special attention was paid to the development of project finance mechanisms, the creation of a unified framework for confirming qualified investor status, and the optimization of access criteria for non-qualified investors to various financial instruments. Additionally, experts discussed ways to reduce the cost of capital for the real economy, the development of regional support measures, and systemic issues surrounding non-bank financing within closed-end mutual investment funds (ZPIFs).
