ANTON MINAKOV COMMENTED TO BUSINESS FM ABOUT THE PROGRESS OF THE BANK OF RUSSIA’S LAWSUIT AGAINST EUROCLEAR IN THE MOSCOW ARBITRATION COURT

Anton Minakov commented on the news that on 16.01.2026, the Moscow Arbitration Court began considering the claim of the Bank of Russia against the Belgian depository Euroclear in the amount of more than 18 trillion rubles. The court granted the regulator’s request to conduct the process behind closed doors, citing the need to protect banking secrecy.

 

“As far as we know, Euroclear currently has no available funds and other assets in the Russian Federation that could be subject to foreclosure…” “…Until 2022, Euroclear had accounts in the Russian Federation, both brokerage and depository, where funds are stored, but these funds are intended for payments on securities that have been credited to Euroclear customers since 2022, but have not been paid. All these funds are in special accounts with the Central Bank of the Russian Federation, these are “C” type accounts and “I” type accounts, which, according to the decree of the President of the Russian Federation dated 2023, cannot be foreclosed on according to executive documents,” said lawyer Anton Minakov.
