
12/02/2026, Tatiana Tsepkina attended a meeting of the Working Group on Criminal Procedure under the Commissioner for the Protection of Entrepreneurs’ Rights in Moscow.
Traditionally, the meeting was attended by representatives of the Office of the Commissioner for Human Rights in the Russian Federation and Moscow, the Institute of Legislation and Comparative Law under the Government of Russia, the Moscow City Prosecutor’s Office, the Investigative Committee for Moscow, relevant ministries and departments, teachers and scientists from leading government institutions, as well as representatives of the legal community and Pro Bono experts.
In her welcoming speech, Moscow Business Ombudsman Tatyana Sizova drew attention to an alarming trend: an increase in the number of economic crimes detected in 2025 compared to the previous period. According to the audience, the emerging dynamics is explained by the increase in crimes in the state defense order, as well as the use of modern technologies by criminals to realize their plans.
The meeting participants discussed the problems of law enforcement practice to ensure the safety of property seized in criminal proceedings, the establishment of additional guarantees for entrepreneurs in paying off wage arrears, as well as proposals to empower the defense to initiate an expert examination.
