
On 27/01/2026, Tatiana Tsepkina took part in a meeting of the Public Council under the Commissioner for the Protection of Entrepreneurs’ Rights in Moscow, which was attended by deputies of the Moscow City Duma, leaders of Public institutions under the Commissioner, representatives of business communities, and Pro Bono experts.
Opening the meeting, the business Ombudsman of the capital, Tatiana Sizova, summed up the results of the work of 2025 and outlined the priorities for the coming 2026. So, during the reporting period, the office of the Commissioner received 5,753 appeals from entrepreneurs, on which legal work was carried out, meetings were organized. In terms of quantity, the issues of criminal proceedings are in the first place — 30% of the 300 written appeals. Of these, 86 complaints have had the rights of entrepreneurs restored, 52 complaints have received prosecutorial response measures, and 20 officials have been brought to justice. In 2025, the Moscow Business Ombudsman continued to interact with government authorities and the deputy corps of the Moscow City Duma: 26 significant legislative initiatives were implemented.
The participants discussed the challenges that businesses will face in 2026. A decrease in consumer activity, changes in tax legislation, an increase in VAT, and uncertain prospects for easing the Central Bank’s monetary policy for entrepreneurs are the main problems that speakers believe will affect business conditions.
