SUMMARY SESSION OF THE WORKING GROUP ON CRIMINAL PROCEDURE

On 06/12/2023, Tatyana Tsepkina attended the meeting of the Working Group on Criminal Procedure under the Commissioner for the Protection of the Rights of Entrepreneurs in Moscow, at which the list of legislative initiatives in the field of improvement of rules of criminal procedure was finalized and recommended for inclusion into the annual report of the Moscow Business Ombudsman Tatyana Mineeva to the Mayor if Russia’s capital for 2023.

 

Participants of the session also discussed several practical aspects of improvement of criminal procedure and penitentiary legislation and agreed to contribute to the development of proposals for amnesty for specific categories of women, the possibility of which was mentioned by the Head of State at the session of the Council for the Development of Civil Society and Human Rights (HRC) on 04/12/2023. It should be specifically noted that protection of rights of female entrepreneurs accused of non-violent crimes and convicted on such charges, conditions of their detention during the preliminary investigation and while serving their sentences, remains one of the priorities of the Commissioner for the Protection of the Rights of Entrepreneurs in the city of Moscow.

 

For instance, it is hardly fair and humane that a woman who finds herself in a difficult situation is separated from her child due to temporary isolation from society. Nevertheless, there are more than enough such cases in L&P criminal law practice and among appeals to the Moscow Business Ombudsman. I sincerely hope that the adoption of the “women’s amnesty” by the State Duma will, at least to some extent, contribute to humanization of the correctional sphere and improve the position of investigated and convicted persons”, — says Tatyana Tsepkina.
